NHL.TV international works in USA?

I'm not familiar with the service but I'm gonna assume it will probably have a region lock while in the States.

However, that's easy enough to get around. A proxy or VPN will do the trick. I think proxies take a little more work and streaming can be iffy at times but it has the keyword "free". A VPN will have a monthly fee (can be as cheap as $5) and fairly easy to configure. What it does is trick the service into thinking you're in a place that isn't region locked. It's also used for added privacy and security, not a bad thing to have in general.

[edit] And the answer to the follow up question... Yes, it is legal.
